Army Service Corps Office,
Victoria Barracks ..
Hongkong, 23rd. December, 1911.
Rating of houses at Kowloon hired by Military Authorities.
With reference to your letter of the 14th. August last, No. 3469/11, on the above subject, I am directed by His Excel- -lency the General Officer Commanding the Troops to inform you that he has submitted the question to the Secretary of State for War, who desired him to point out "that Section 39(2) of the Rating Ordinance, 1901, exempts Goverment premises, whether Imperial or Colonial, from rateability, and as the rates fall upon the occupiers of premises (see Section 33) it would appear that the War Department is not liable for rates on hired properties".
Under these circumstances His Excellency would be glad to receive your further remarks on this subject.
I have etc..
(Sd.) F. B. Taylor,
Lajor,
Commanding Army Service Corps.
The Honourable
The Colonial Secretary,
Hongkong.
